Amazing! Such a beautiful vector, and the icy blues vs the black girl is amazing. I like the way she grips/leans on the layout. Some of the font gets covered by the picture though, i'm not sure if it should.
I don't use i-frames for my site, but i would just so i could use this!!

Absolutely love the colours but I'm bias ^^; I love the blue. Also love the black vectoring, very nice! The navigation tabby effect I love very much.
I have to agree with Blackstone, the scrollbar for the iframe do stand out a little too much. Takes the attention off the content area.
The font for 'Layout: Chanlu.org | Sacralia' I'm not too fond of. It looks like it's too big, as in the font doesn't support such a large size. Maybe smaller would be better for this font.
Overall awesome layout, love the idea and the vector image :) Does give off a very icey feel.

The graphics of the layout was done beautifully. I'm not too partial to frames, mainly because I don't like the small area (or if the area is too large) in which the text is placed, however, this one is fine. The text area is large enough that a goodly amount of text can be read without having to scroll, but small enough so that there is only one scroll bar.
I don't really like the scroll bar of the frame, mainly the colors. They seem to stick out in an odd way. It might just be me, however... The only other thing I would change would be the headers. I'm not sure how, or why. Again, it might just be me. Of course, everything is really just me and my tastes, but we won't get into that.... O.o
Overall, I like the layout very much. The navagation on top is awesome. It's different, which makes it awesome.
